Background

While managing various projects under contract with Neopost Online (NOL), Hart Sales and Marketing (HSM) was asked in March 2000 to take over the Internet Revenue Stamp project previously started by Neopost North America in the Commonwealth of Puerto Rico.

CESE or “Comprobante Electronico, Sello Electronico” (your Electronic Colecturia) started as a project of converting the existing tax and revenue stamp system to an Internet or electronic based system. It was conceptualized by Eduardo Negron Mendez, the former Deputy Secretary of Hacienda (Treasury Department) of Puerto Rico in January 1999. Neopost presented a modified version of their Internet postage product as a tax stamp solution. After a six month pilot test with seven users, the “client-based” software was not capable of tracking the necessary stamp data accurately, failing to establish a workable system Neopost Online’s pilot program was stopped on June 30, 2000. Neopost Online officially notified Hacienda they were abandoning this project on July 17, 2000. Hart Sales & Marketing ended its relationship with Neopost Online later that month.

While working with NOL Hart Sales and Marketing was managing a joint venture retail product opportunity with United Systems of Arkansas (USA) of Little Rock, AR, a specialized mailing services company. HSM referred USA to KARA Technology who had just completed testing and was seeking approval for a true Internet-based postage technology from the United States Postal Service. During USA’s discussions with KARA to complete their project, HSM realized their technology would be a perfect CESE solution. Through this, Internet Revenue Solutions (IRS) was formed to provide a true Internet based Revenue Tax Stamp system in Puerto Rico.

HSM was instrumental in establishing CESE's online presence and within a very short period of time an expanded test pilot was established with 50 Law firms.

End Result

Internet Revenue Solutions is now operating as Revenue Solutions of Puerto Rico and has received its final authorization from the Treasury Department of Puerto Rico to market and sell its services around the island. This service is now available to the over 4,000 attorneys actively practicing in Puerto Rico.
